Marcel werkte voor KPN en KPN Mobile in diverse commerciële (management) functies. Vanuit zijn laatste functie als Area Director bij KPN International Consultancy was hij eind 2001 één van de twee oprichters van NTCS. Sindsdien heeft hij NTCS verder geleid en uitgebouwd.

Setar is the dominant fixed and mobile operator on Aruba. NTCS has been its consultant in residence for many years; and has been of assistance to Setar during the transition from a state-owned company in 2003 to the present modern and efficient Telco. In this spirit, Setar became one of the first operators to implement a 4G LTE network.

Aruba is a popular destination for American and European tourists. Setar wishes to offer these visitors roaming services on its CDMA, GSM, 3G and 4G networks. Also Setarˈs own clients expect an excellent 4G LTE quality of service.

Setar’s request

Setar requested NTCS to provide advice on its strategic and technical choices with the organisation of its mobile networks in order to be compliant with American and European standards for 2G, 3G and 4G LTE; while making the most economical investments.

The approach of NTCS

Jan van Rees is NTCSˈ consultant most specialised in mobile networks. He has an in-depth expertise on 2G/3G/4G; and he has provided advice to many mobile operators on technical strategic issues.

Jan has formulated and subsequently developed the strategy for Setar by which the integrated mobile network was made compatible with both American and European standards. Furthermore, supporting the specialists of Setar, he has formulated the technical requirements for the new CDMA, 3G and 4G LTE networks; and assisted during the negotiations with suppliers. Jan also supervised the commissioning of the new combined network, including acceptance testing and –where necessary- resolution of last-minute hitches.

Results for setar

The result of the project includes the ability for all visiting clients to Aruba to roam effortlessly; whilst Aruban customers are very satisfied with the 4G mobile data services of Setar.
